Dinagat Islands is the smallest province in Caraga by population (approximately 120,000) and among the most physically isolated. Its island geography creates persistent barriers to service delivery, market access, and infrastructure investment. Family poverty at 30.7 percent (2023) — the highest in the region and an increase from 30.3 percent in 2021 — reflects the cumulative impact of Typhoon Odette (2021) and the chronic underinvestment in the province's productive infrastructure.

Despite these challenges, Dinagat Islands has significant natural assets: abundant nickel deposits (now subject to moratorium on new mining permits), coastal fishery resources, and growing awareness of the province's ecotourism potential. The province's STI ecosystem is anchored by the DOST Caraga iHUB in San Jose and a single iMAKE facility, supplemented by the targeted LGIA, CEST, and SSCP programs.

Targeted STI Interventions

DOST Caraga has implemented a deliberate equity-programming approach for Dinagat Islands. The WISE Dinagat (Waste Innovations for Sustainable Environment) program addresses solid waste management infrastructure (₱2,293,132). The Empowering Communities through Innovative Water Systems using Renewable Energy in Libjo (₱1,321,927) addresses the province's clean water access challenges. The OneISLAdinagat suite of programs covers food security (SECURE), waste-to-worth processing, and cassava development (CAMANTING). The OASIS program under SSCP (₱1,365,560) further advances agro-technological solutions for food security in San Jose.
