S-06 and S-07: Technology Adoption — The Dominant Strategies

S-06 (Scale-up technology adoption, utilization and commercialization) is addressed by the overwhelming majority of the portfolio — approximately 97 projects — making it the most widely executed strategy across all programs. This dominance is structurally embedded in the portfolio design: every SETUP project, every LGIA program involving technology transfer, and every CEST and SSCP initiative that deploys technology solutions in communities contributes to S-06. S-07 (Strengthen provision of STI support for production and manufacturing sectors) is similarly dominant, addressed by approximately 78 projects — all SETUP projects plus the LGIA programs targeting production enterprises.

Together, S-06 and S-07 constitute the operational backbone of DOST Caraga's delivery model, reflecting the Department's fundamental role as a technology transfer agency. Their pervasive presence across the portfolio confirms that Caraga's program design is internally consistent and well-aligned with the overarching strategies of the DOST Strategic Plan.

S-02 and S-05: Research and Food Security

S-05 (Advance research, development and innovation) is addressed by approximately 28 projects, primarily through LGIA programs supporting research centers, food innovation, and grassroots innovation. S-02 (Ensure food security) is addressed by approximately 17 projects, reflecting the food-focused components of LGIA and CEST programs. These two strategies are closely related: the production of new food technologies (S-05) directly enables food security outcomes (S-02) through the deployment of improved varieties, processing techniques, and quality assurance protocols.

S-15: Smart and Sustainable Communities

S-15 (Establish smart and sustainable communities) is addressed by approximately 12 projects, representing a concentrated and rapidly growing portion of the portfolio. The entire SSCP program directly executes S-15, as does the ACCESS program under LGIA and its successor ACCESS 2025. This strategy's growing prominence — particularly in FY 2025 — reflects the Department's deliberate shift toward community-level digital and physical infrastructure as a vehicle for Horizon 3 economic transformation. Smart communities, by enabling data-driven governance, precision agriculture, and connected enterprise ecosystems, create the enabling environment for future industries to emerge and scale.

S-17 and S-20: Communication and Partnerships

S-17 (Institutionalize science communication) and S-20 (Enhance linkages for STI and entrepreneurial cooperation) are each addressed by a smaller number of projects — approximately three and seven respectively — but play critical systemic roles in the portfolio. The DOST Caraga Programs Promotion through S&T Week Celebrations (FY 2024) and Leveraging DOST Caraga's STI Initiatives through Strategic Communication and Promotion (FY 2025) are the primary S-17 vehicles, while the RDC-RRDIC programs, the i2FAME Center operations, and the ASCEND consortium primarily execute S-20. These communication and partnership strategies are essential for creating the public legitimacy, institutional trust, and multi-sector networks that enable all other strategies to succeed.

Strategic Gap Analysis and Recommendations

  • S-01 (Science education and S&T talent) is represented by only three projects (the PRISM Science Museum, the iMAKE program through LGIA, and the GRIND incubation component). Given the region's human capital development needs, a more explicit emphasis on science education and talent pipeline development is recommended for FY 2026 programming.
  • S-03 (Health and nutrition) is addressed by only three projects, suggesting a potential gap in DOST Caraga's health technology programming. Strengthening linkages between the CHIME research center at CSU and health delivery programs of DOH and PhilHealth could deepen S-03 impact.
  • S-09 (Disaster risk reduction) is addressed by only two projects (RISE and SPARK), despite Caraga's high exposure to natural hazards. This represents a strategic underfunding relative to the region's climate and geohazard risk profile and warrants dedicated programming in the next cycle.
  • S-16 (Clean and green energy) is addressed by approximately seven projects — an increase from previous years largely driven by SETUP projects incorporating solar energy systems. Scaling this strategy further through dedicated renewable energy adoption programs would address both PBBM-07 and climate resilience objectives.
